When the install script is run, the uc.properties file is created and owned by the current user. This user will have write permission for the uc.properties file.

It is important that the user starting Tomcat has both read and write access for the uc.properties file.  The controller Controller cannot operate without read access and without write access, the controller Controller cannot update the uc.properties to encrypt passwords and remove one-time use properties.
