Legacy SFTP encryption algorithms

Support for legacy SFTP encryption algorithm for server and partner: 3des-cbc, aes128-cbc, arcfour, arcfour128, arcfour256.

For safety, the legacy algorithms are disabled by default. If a server or partner requires one of them, they must be allowed globally with the configuration parameter AllowLegacyCiphers and then explicitly allowed on the server or partner protocol configuration.
