The event is generated by Universal Broker when it has been notified by a Universal Command Manager that it has successfully restarted with a Universal Command Server.

clientIpAddr		IP address from which the client is connecting.
clientPort		TCP port number from which the client is connecting.
clientUserId	2	User identifier of the manager.
clientUserIdCaseSensitive		Indication of whether or not clientUserId is case sensitive: 0 = false (clientUserId is not case sensitive). 1 = true (clientUserId is case sensitive).
clientWorkId		Work identifier of the manager.
componentId		Component identifier of the UCM server.
