Cluster - Utility Agent - Broadcast

Indication that selecting an Utility Agent Cluster is required and selecting Broadcast, which lets you select a Cluster Broadcast, is optional.  If Cluster is selected, selecting a Utility Agent is not required unless Utility Agent Variable is selected.
